Before thickness, the first decision on a residential sidewalk is width. A 3 foot wide walk is legal for a side yard connector or a walk from a gate to a shed, but it will not let two people pass without stepping off, and it will not accommodate a wheelchair or a wide stroller. A 4 foot wide walk is the standard residential front walk and side walk width in the greater Raleigh area — wide enough for two adults to pass, comfortable for a homeowner carrying groceries, and code compliant on any private property. A 5 foot wide walk is required if the walk is the accessible route from the driveway to the front door (any home marketed as accessible, any short-term rental that advertises accessibility, any home with a resident using a mobility device), because 5 feet is the ADA turning radius clearance and lets a wheelchair turn 180 degrees on the walk without leaving the pavement.

A 4 inch walk needs reinforcement. It is not optional in NC. The freeze-thaw cycle (30 to 45 cycles a year in the Raleigh area) and the shrinkage of the concrete as it cures will crack an unreinforced 4 inch walk by the second winter, and the crack will grow every year after that.
The two acceptable reinforcement options on a residential sidewalk are #3 (3/8 inch) rebar on a 18 inch grid, both directions, tied with 16 gauge wire at every intersection, or W2.9 welded wire mesh (6x6 spacing, 2 gauge cross section). Either one holds shrinkage cracks tight at the control joints and keeps the panels in position when a wheel load clips the edge.
The single most important detail on the reinforcement is the elevation. The rebar or mesh must sit 1.5 inches above the sub base, held up on plastic chairs or rebar dobies, so it ends up in the middle to lower third of the 4 inch slab where it can actually carry tension. Mesh laid flat on the sub base and covered by concrete is a code violation and does absolutely nothing structural. If a contractor tells you they will "walk the mesh up" as they pour (pull it up with a hook as the concrete flows in), do not accept that — it never ends up at the right elevation and is never held there consistently across the whole walk.
Control Joints — Every 5 Feet on a 4 Foot Wide Walk, Every 6 Feet on a 5 Foot Wide Walk
Concrete shrinks as it cures. It cannot be stopped from cracking; it can only be told where to crack. Control joints are the intentional weak lines cut into the slab that force the shrinkage cracks to happen at the joint (invisible, tight, and structurally fine) instead of randomly across the panel (visible, ugly, and structurally weakening).
The ACI 302 rule of thumb is joints at 2 to 3 times the slab thickness in feet, so a 4 inch slab wants joints at 8 to 12 feet maximum. But that rule was written for slabs that are wide compared to their joint spacing. Joints are either tooled in with a jointing tool while the concrete is still workable (typically within 30 minutes of finishing), or saw cut with a walk-behind or hand saw within 4 to 12 hours of the pour. Cut depth is 1 to 1.25 inches on a 4 inch slab (one quarter of the slab thickness) — deeper cuts do not add value and can hit the reinforcement.
Sub Base — 4 Inches of Compacted ABC Stone Over Undisturbed Subgrade
The sub base under a residential sidewalk is 4 inches of compacted ABC stone (aggregate base course, ASTM D2940 crushed granite typical in the greater Raleigh area) over an undisturbed or properly compacted subgrade. The purpose of the ABC stone is not to carry the load — the concrete does that — but to provide a uniform bearing surface that drains water out from under the slab so it does not saturate and freeze in place, and to spread any localized bearing weakness in the underlying soil across a wider footprint.
The ABC stone is placed in two 2 inch lifts, each lift compacted with a plate compactor (a walk-behind vibratory plate is enough for a residential walk width; a jumping jack is overkill and can over-compact the sub base into a hard glazed surface that sheds water sideways instead of draining). The final compacted elevation should be checked with a screed board pulled across the forms to verify the bottom of slab plane is flat and at the right elevation to end up 4 inches below top of walk. Loose or uneven ABC stone under the slab is the fastest way to get a section of walk that rocks under the first winter's freeze-thaw cycle.
Walks poured on bare dirt without a stone sub base tend to rock and settle after the first few freeze-thaw cycles, especially in the red clay soils common across Wake and Durham counties, which shrink and swell dramatically with moisture change. That said, the residential dirt-pour walk is a real budget-tier option and is not automatically wrong for a low-traffic side yard walk in a stable clay area with good drainage — but for the front walk that carries the mail carrier, the delivery driver, and the wheelchair-accessible route from the driveway to the porch, budget the ABC stone base. Mix Design — 4000 PSI Air-Entrained, 0.50 W/C, Broom Finish
The specified mix for a NC residential sidewalk is 4000 PSI compressive strength at 28 days, 5 to 7 percent entrained air (ACI 318 Exposure Class F1 for the freeze-thaw exposure), water-cement ratio 0.50 maximum, and a 4 to 5 inch slump at placement. Air entrainment is not optional in NC — the concrete gets wet from every rain and every irrigation cycle, it freezes 30 to 45 times a winter across the greater Raleigh area, and the microscopic air bubbles in an air-entrained mix give the freezing water room to expand into instead of pushing outward and spalling the surface. A non-air-entrained mix in NC will start pitting and spalling at the surface by the second or third winter.
The finish on a residential walk is a medium broom finish for slip resistance, applied perpendicular to the direction of travel so the broom texture provides grip when the walk is wet or icy.
